Delegate Ellington moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“A BILL to amend and reenact §18A-3-2a of the Code of West Virginia, 1931, as amended; and to amend the code by adding a new section, designated §18A-3-2b, relating to allowing an adjunct teaching permit to be issued to an individual meeting certain specified requirements; requiring the West Virginia Board of Education, in consultation with the West Virginia Council for Community and Technical College Education, to promulgate a legislative rule and setting forth a minimum requirements therefore.”;
